November/December was rumoured ;)

CM 03-04 is just a year update, so there will be less time required to make it (change the code for the starting date, download the latest databases :p, maybe make one or two features), and also as of the start of next year they (eidos and si) will be going there seperate ways do it has to come out this year

The game has long been finished. Marc Vaughan was already playing the final beta in August. It will not be delayed.

Unless of course someone steals the source code...
