Check your sound card's speaker setup.
I had a similar issue where I didn't hear any commentary even though it was enabled - turned out it was because I had 5.1 speakers set up on my sound card when I was using headphones (because my speakers are broke!). When I changed the output in my sound card's properties to 2 speakers, I could then hear the commentary.
