Just open your game with Creation Master and it extracts all the files you need into the dlc folder and back it up because you will need replacements. Let me know and I can up you a fresh dlc folder.
Maybe it would be better if you just upload for me the original files. I got rid of my zdata's ages ago by using the depack bigs mini .bat programme.
Thanks for the files regcat. But just one question: Do these files have a duplicate effect for both Tournament and Career Modes? Because I really just want to know how to make single tournaments for Tournament Mode with only teams from the International League.

problem is you will have to replace a league, but w/ nts im not too sure how it will work.

Regs right, but you can create the tournaments and use them in TM mode and that will just be your International db. Of course if you try to play Career mode it will have issues because you will have transfers and other leagues playing along with the International. I can tell you I added my CONCACAF League using one of the Magic IDS as a test and it works perfect in TM mode just havent got it to work in career mode yet but thats not really what you need anyway.

I can tell you every other table is editable and when they are edited your changes always reflect in game so that's a good sign. About playoffs yes its absolutely 100% possible but will be challenging. I think you can create a very accurate qualification and world cup for all confederations but there may be some hiccups so there are no guarantees it can be 100% exact but I'm sure you can make it 98% exact and possibly 100%. I don't have a International database to start testing so its hard to tell. My idea was to include all International tournaments as well and spread the season over a couple years. I think I can exploit the schedule so I may be able to create the 4 yr cycle or at least a 3 yr.
Well for now I'd just like to do at the very least an add-on to the Euro 2012 DLC which adds the Qualifiers and the Playoffs. Also, do you know whether its possible to calculate the best 2nd ranked team across all qualifying groups (and conversly eliminating the results against the 6th placed teams in the first 6 groups in the calculation of the best 2nd placed team, so as not to be unfairly weighted against the three teams with only 5 teams). Sweden was the team that qualified this way. But rather than just setting the two teams from Group E to qualify directly, I'd like to see if the second placed teams can be ranked via a defined formula (as, of course, tiebreaking conditions between the 2nd placed teams were already set by UEFA).
