I can't work out why I keep getting denied my 'license' at the end of every season?

I then always seem to win my 'appeal' but then I get banned from using the transfer market and fined $250,000!

Anyone know how I can solves this problem? ...

Im playing with Liverpool

Im 6 seasons in & at the end of the season from the 3rd year on I get an email from one of my advisors..

'As it stands now you will not be eligble for a license next season'

Then after it always the same pattern , Win on 'appeal' Find 250k and banned from making transfers for the upcomming season

For the life of me I can't work out why this is happening ..
