That list is almost certainly driven by a comparison of your manager level against one (or both) of the team prestige values (although it is possible that the overall rating factors in too), so you could try either increasing your manager's rating or temporarily decreasing the prestige ratings of the team you'd like to switch to (although be aware that that will have an impact on the sponsors you are offered in that first season, hence the suggestion that you change the prestige values back again)

I seriously doubt that anything in team lookup plays into the team selection process. The entries in that table relate the generic RTSG table entries (which define the competitions, and don't change between seasons) with specific teams and fixtures (which change each year). If it helps in understanding what is going on I believe that RTSG[T] stands for Region Tournament Stage Group [Team]
