There are several such tools - DB Master and UniDB are two others over and above the one already mentioned - but when changing the database at an individual table level you need to be _very_ careful about the interrelationship between the tables. As a for instance, if you delete a player from the players table then you also need to be sure that you delete all references to that player in other tables otherwise the game will almost certainly crash when you load that modified FIFA.DB file.

I have no idea whether anyone else is working on anything similar, but Rinaldo (author of DB Master) and friends are working on Creation Master 07 which will handle many of those complexities for you.
