I think oceania is the one that we'll find the most info for actually. The non-affiliates play in tournaments regularly. Niue, Palau, etc.
I don't want to get too bogged down doing unaffiliated teams right now though but let's go ahead and decide on one or two we'll add in the near future. I have a lot of Mayotte done, but again... no player names.
Because we completed the affiliated national teams I wanted to go back and reassign attributes to the various leagues starting in europe. In Europe, I played with these a ton and no matter how much I did for the most part the origional rankings just worked better. What I ended up doing in the end was slightly modifying the teams from position 6-15 , I moved Sweden up about 6 places (upping their league from 63 to 71 as their top player) and left the rest alone.
In Asia, The AFC divided their members into Developed, Developing, and Emerging nations. I used those deliniations to rate the teams and each tier does overlap slightly.
In South America, I rated Argentina very high, Brazil a little lower... the rest of the teams are equal to their suggested best player rating.
In North America, I assigned specific ratings to Mexico, Costa Rica, USA, Jamaica, Trinidad & Tobago, because these are typically the European recruiting grounds when they look in N.A. The rest are very close to their Suggested best player rating.
In Oceania, New Zealand is boosted a bit, the rest are equal or close to their "Suggested best player" rating.
In Africa, I think one of the be reasons the african teams are as strong as they are is because of the quantity of players they have in the foreign (European) leagues. I started their ratings rather low and identified Egypt and South Africa as being the top tier nations, the rest were ranking in order of the Suggested best player rating, and are often quite close to them but start at 67 rather than at 89.

You see The nation's name then the League Rating. The BEST player in the league would recieve the rating you see listed there. Each league has a range of 20. So the English Premier League starts at 99, the worst player in the league would receive a 79.
To compensate for PROMOTION/RELEGATION and some second division sides potentially being stroner than first division sides (Watford was EPL now in championship). The League ratings overlap for lower divisions. Take the origional league rating and subtract 15 to get the league rating for the second division. So the EPL is 99-79. the Championship would be 84-64.
I'll give ya a breakdown of the allowable exceptions League Based Rankings System:
Exception 1: "Exceptional Domestic League Rule"
The English Premier League has a rating of 99. The national team is roughly a 94. 94 is England's Team Chemistry and their "Suggested Best Player rating". FOR DOMESTIC players, because their league in a nieve sence is better than their national team, the players are allowed to improve up to the leagues highest rating as long as they do not exceed 10 total attribute points. So John Terry for example, one of the best English footballers would origionally have recieved a rating of 94. Because, in my oppinion, he is one of the best defenders in the world... he can receive up to a 99 rating. This is called the "Domestic player rule" It allows you some freedom for attributes for domestic players in very good leagues, whose national teams might not be rated so high.
Exception 2: "Star Player Rule"
If you help with attributes at any point, use this rule as seldomly as possible. Often you will find Standout players on a national team still playing in their home country or in a rather low rated league. While I don't have a great European example we can use Baichung Bhutia from India as an example. The AFC has broken down their confederation into Developed, Developing, and improving (or something like that) leagues. Bhutia won the Player of the year award for the AFC Developing nations but had a much lower rating due to India's domestic ratings and obviously he is a domestic player so was limited in how high his ratings could go. This rule allows you to FOR ONE PLAYER PER TEAM, ignore all other ratings and using your best judgement, come up with your own rating for them. I gave Bhutia an equal rating to the highest attribute in the highest league in the Developing nations catagory.
Exception 3: "Old Guy Playing Down Rule"
David Beckham, is still appearing for the English side and is playing very well. But he's gonna be in the MLS which has a much lower rating. The "Old guys playing down rule" is used to find players who are near retirement and want to move to a weaker league to finish out their days. often these players return to their home country and are still playing at a much higher level. You can assign them a value based on their last foreign club. Or if they just signed a contract with a lower division team (still forgein) base it on their last highly rated club. (a few players in the caribbean were playing in Football League 1. They moved into the Conference division and even lower, just to finish out their days playing at a lower level.
This is the second edition of the LBRS and I hope I've made some strong changes that will sort out problems we've seen with the India national team, USA, and many others.
I'll be using this system to rerate players on every team in the world taking it a little bit at a time. I hope to start in Europe and go group by group based on my home tournaments which would put Russia first. I'll provide roster updates as they come available.
Please keep in mind that this is a massive project to try to rate every single league in the world top to bottom. I did my best to identify stronger leagues within a confederation and work to boost their ratings. I did my best to conseptualize any possible scenario that might require a players rating to be modified. All that said, the system isn't perfect and I'm sure there will be a 3rd edition at some point. I only ask that you understand the system entirely before suggesting changes to it.
Suggestions for boosting one league or another will be taken into account always.
