Brazil could have opened a 3-title gap in 2006, and yet I didn't see any evidence of anti-Brazilian rigging in Germany. On the contrary, we actually had an easier than average group and round of 16 match (and then deservedly lost to France).
if the Europe vs. South America thing was really an issue I guess the corrupt FIFA officials would rather steer the best European team away from one of its strongest opponents at this early stage. There would plenty of other opportunities to rig matches and deny Brazil chances to win the title.
