ISS 3 PC Version Keyboard wont work in game

On International superstar soccer on the PC I cant seem to be able to use te keyboard is any way only joystick works so I cant use the commands like cancel the actionm replay in the game or change region in the select teams is there anyway to enable the keyboard.

I had iss3 and worked fine with both keyboard and joypad so maybe there's some settings.exe file in game directory like with pes3/pes4 or in options ingame

Ok will look as you can play game with joystck but you need the keyboard to use some features im funning the game on a laptop
