ISS is the poor man's PES, developed by Konami Osaka (KCEO)... and it's rather poor as far as gameplay is concerned.

If you go back 5 years that was so true - ISS Pro '98 was crap and ISS '98 was class(It didn't help that the PS was such a bag of ****e when it came to graphics and fluidity). Take it two years on, and the ISS PRO Evolution Soccer games on the PS weren't much cop either - I just found them too sluggish. ISS 2000 tightened up its game a lot more, and worked so well on the N64. The PS2 version of this(ISS) had a lot better graphics, but it came at the expense of smooth gameplay.

Sadly, the development team tried to make it more and more realistic when what they should have been doing was making it play well and above all fun! For me, that is the important thing. So from the next gen consoles onwards, I would say PES is a lot better than the ISS series.
