I don't know about Rossi. It all depends on what his motivation was for choosing Italy. If he chose Italy because that's where his heart is, I can understand that. I grew up in Bulgaria for 12 years, and if I had to choose between Bulgaria and the US, I would pick the latter. But if he chose Italy simply because it's the bigger and more glamorous team, then I think he's a prick. I didn't like his attitude when Bruce Arena called him up for a friendly prior to the last World Cup. He told Arena that he would only play if he was guaranteed a spot on the World Cup roster. That kind of bargaining leads me to believe that Rossi is a calculating opportunist, and therefore indeed a prick. Obviously I could be wrong, as I don't know the guy.

Basically here's the pertinent language which can be found in the Section on "Regulations Governing the Application of the Statutes" at Article 15.2 (found on page 64 of the PDF document above, and page 62 of the file).



I don't know what the old version said (maybe you can help out on that Xifio), but according to this regulation, a player has to play in an "official competition" for an Association. That implies that friendlies do not count.

So I guess we all basically knew this, but whatever. It will probably make qualifiers against San Marino and Malta pretty important for capping dual nationality players.

EDIT: Upon closer read, it doesn't seem to differentiate between official youth competitions and official "A" competitions. Basically if you play for England in the U-20 World Cup (an official competition) you're locked into England for life at all levels, BUT you can petition FIFA for a one time Association change as long as you haven't turned 21 yet and haven't played for the "A" team in an "official competition". So as long as those conditions are met, you can play for Scotland, or whatever.

so, I guess the significance of the change is that you can petition for ONE change of nationality at whatever age? correct me if I'm wrong ...

Basically, yes. Jones for instance is an America now in FIFA's eyes. If the US never calls him, he can never play internationally.

No I don't think that's it. You can only petition for a change of nationality up until you're 21 (and only once), but you haven't declared for a national team until you play in an "official competition", not a friendly. At least that's my reading of the regulation.

right, that was the old regulation ... from what I gather, the latest "amendment" is the lifting of that age limit ...

I always thought that any cap, even if it was in a friendly, meant you were tied to an association for life. Where's the new regulation?
