Inserting new flag from .bmp

Is it possible to insert a new flag for a team in the game like you could in PES3?
I can't seem to find the option to load a file this time, only to create a new one using the in-game pixel editor. If you can't do it this way any more, how would I go about inserting a new bmp flag into the game?

You can use EditPES4OptionFile eidtor

or

go to Start Menu -> Programs -> KONAMI -> PES4 -> Setting -> Etc.. tab
