This is fake news
IEM 22 was announced with the following leagues :
Vanarama National League -> Added
NWSL -> Added then removed
UEFA Women's Clubs -> Added then removed
Superettan -> Added
Serie B -> Added
Greek League -> Cancelled, replaced with Balkan Super League
Egyptian League -> Cancelled, replaced with African Super League
Serie C -> Cancelled due to lack of time
Everything else announced was added
As for IEM 23 :
The Christmas announcement was very stupid for me, I am sorry, but I had no mod by then, and that was when I assumed that I had much more free time than reality
As for May, I assumed that it would be done by the end of May, but not everything was created then. We also needed to fix a lot of stuff. I took a break in June to focus on my university exams, then resumed work in July, where compdata was always breaking and it took me a very long time to fix it because I wanted to release a functional mod.
As for release, it will be very soon, especially when we are testing now.
I am extremely sorry for the delays and inconveniences in IEM 23.

Please grow up and stop being a child. The mod was delayed for reasons out of our control and now we need to test it to avoid bugs then it will be released for free.
It pains me that I have observed that people would much rather have a bugged mod with little content that is released quickly than a mod that has a lot of content, effort, but takes time. Try creating a patch first and see how much time it takes to create one league.

Serie C was cancelled too, to be honest I forgot that I was going to add it to IEM 22, but you're right with that part. I also explained why everything cancelled was cancelled, and it was because there was no time.

If it's worth anything, personally I don't mind if the mod comes out after FC24, I'm not buying it either way. As long as it does come out, it looks like a pretty exciting mod

They blocked me on July 23 because I suggested launching the mod without the compdata working so that people could see and play even if it was friendly, I also asked if there was someone working on the appearances of the 1 rfef and they blocked me and kicked me out ! Would it be necessary to ask LEGEND if it was now released with those corrections?

by the way so that people know, they blocked and kicked out a collaborator who created the Ukrainian league templates, has finished the Russian league and almost finished the Hungarian league templates! much justice was done to me! I hope someone reconsiders and admits their mistake and it won't be me! And Janiss is not to blame if he is a man who understands me!
