I want to replace Latvia, i know how to replace the flags,kits and players, the only things i don't know how to do is how to replace the banners for the team that come up in a stadium when that team is playing and also is there a program or list to tell me which audio file is the name of that team in commentary, so i can replace that too?

i want to replace a National team

Ive already replaced a team (took out Egypt put in Côté D'Ivoire) to hex edit the names, u need to edit the SLES file, then use Hex editor and do a search for "Egy..." and then write over "Egypt", "Cote DI" (NB only Côté DI fitted for me, not the full name)
For sound its difficult, but u need to search the E_Sound file (or whichever language) and then replace every instace of "Egypt" with a sound like "Côté", or just blank sound if you cant find it.)
The other thing to think about is which team you are replacing. If you want to just replace any one and only use it for friendlies then its not important who you replace, but if you want to do a cup then if you replace the wrong team you'll have a problem with qualification as the teams will be in the wrong zone.
Also Saudi Arabia is a good team to replace because they have no players at clubs in the game.

he wants to replace saudi for israel cause its the only arab team there. not because they're a crap team. if that was the case, he could have picked a dozen other teams
