Use the pesfan V3 option file for the PS2 version.

I thought to put the info into the para_we8.bin file
But for converting it, I've done it. Here it is. I added many more flags and it has 90000WEN. Nothing unlock.

Easiest way is to buy an x-port or a max drive.

Alternatively you can burn option files to CDR and load them using a chipped/modified PS2 but this method is a lot of trouble and a max drive is very cheap.
