what can i use to do that?

They design the layout in Photoshop or a similar graphics package(you can even do it in paint but obviously thats not advised)then slice the complete layout into smaller "pictures". They then piece together the "pictures" using HTML. They don't actually use HTML for the colour.

If you are making a very simple background with a single colour you can use straight HTML and it will do it for you. For a nice site you will need to use a graphics package to make it yourself, or if you have no experience or skills in graphics look for free site templates. They include everything to get you started quickly you just edit the things you want to change. :mexican:
