how to open settings.dat?

i have just installed PES07 and i tried to change my controls ingame but it is not changing.i read it that i can change it manually from settings.dat
but i tried many freewares but i am unable to open it.
can someone tell me what willl open settings.dat?

sorry for that.now i have found the correct file.i was actually trying to open the settings.dat file which is along with my saved games.

in controls do i have to keep 4 buttons for right and left analog each?(isnt there a single button for right analog stick)
too much buttons to play with keyboard.

how to change the game speed?i didnt find any option to change it.
