dont waste your money! I have PES 3 and have played it for the last week.
GRAPHICS :
A step backwards from PES 2 IMO, players look rubbish, couple of nice movements but overall you wouldnt recognise a particular player like you should.
The cut scenes & relpays are blurry and out of focus, the real madrid pitch in particular looks like sunday football league standard. The ball is terrible, why they couldnt just stick with a white ball i dont know.
The kits are too plain without enough detail. granted there are some licenced kits for ac milan, lazio , roma and juventus but still these arent anything special.
SOUND :
basic crowd, basic commentary doesnt add anything to the atmosphere.
OPTIONS :
They have increased the amount of club teams and there is 4 divisions in the master league now, but there isnt anything new and is still the same cup and custom league options.
You can edit more details than ever but who wants to sit and re name teams and players for about 6 hrs? shouldnt you be able to just pick up the game and play without the stupid names and out of date transfers??
GAMEPLAY :
quite fast, seems like the players are skating round the pitch, too many freekicks against the player, passing sometimes hard and ball movement seems a bit slow. heading isnt great so when you want to head pass to someone its quite slow reaching them, and the cpu player is more or less on top of you when you get it.
shooting is tempremental, wether its the 'stutter' or that the computer have excellent defenders so you can hardly get a shot off before being tackled i dont know, either way its frustrating.
Yes i did give it time but nearly every game i played the score ended up 0-0... i played on 3 stars level which whilst being a challenge to me to score i didnt have problems defending against the computer so the skill level doesnt seem great to me.
OVERALL :
I do not think this game warrants all the hype, it has limited options and as all the names and kits are rubbish it detracts from the whole atmosphere.
some transfers are so out of date its ridiculous, the team names are a joke. Konami are clearly just releasing a arcade game, the graphics are very dissapointing and the sound is crap.
This game doesnt make me look and say wow, i dont feel any atmosphere during the matches..
this game isnt worth £40 it doesnt have half the fifa options and does not maintain good value for money. fifa provides excellent atmosphere realistic players which you can see when you control them and finally this year the gameplay is better than PES. I would be first to agree fifa 2003 was bad but after playing fifa 2004 i know where my £40 will be going...
im not posting this to run down PES 3 i am writing this as a football game fan who believes in value for money and this game doesnt deliver.. i say it how it is and if fifa was crap i would say it.
fifa = longevity PES 3 = bad value

Thanks for the advice. I'm not too worried about most of what you said, because aesthetics and licences don't matter a great deal to me. However, the gameplay issues you brought up are a worry. The game's release in NZ has been delayed to the 27th now, but I might still go ahead and buy it. If i'm not satisfied, i'll return it, 'cos apparently GamePlanet fully refund your game if you return it within 30 days.

That's pretty cool - I didn't know the CPU rates players out of 10. Nice touch. btw how's the pace of the game? I played ISSPE2 last night for the first time in a year, and then went back to play PES2. PES2 seemed to be unbelievably fast, in spite of the blanket stat reductions.
