Yes, it's called CM12. Modify budgets in CM before you start.

I found a transfers modifier here in a thread for career mode editing. I love it, the huge transfers are much more limited.

its dumb...small small clubs buy name players....and huge clubs buy players they have no business in buying (man city keeping tavez and buying david villa or hugain or any striker over 80 really.) Its a game....no 1 can get it right...at least they tried???
