how can you sign a player who is not on the transfer or loan list?

For example, i tried to sign luis garcia from liverpool with a very good offer but he still didnt accept.

This has happened with all the other players i've tried signing (again, the ones NOT on the transfer and loan list)

help plz

think about cashing in a lot.

First the club has to agree to sell, then the player must want to join on a good deal.

So, it'll take cash which isn't worth it.
