Help with making bits of stadium transparent

Hi everyone

I'm currently making the new Sporting ground, Estadio Alvalade XXI, but am having a few problems. When I edit a texture, and import it into the game using WE Mod Centre (the only way of making stadiums??), the whole "picture" I have edited becomes opaque. This is a problem, for example, with railings, as the bars are opaque but so are the gaps in between. Is there any way of me setting certain parts of pictures to be transparent? Thanks for any help guys!

i use picture decoder and asf extract for that make the texture want transparent a green color, look the screen
