errmmm, sorry, what i actually mean is ...
for example, one with high physiotherapy point should become a physio, but other like scout, coach and assistant manager, i just don't know whether they are better at that position or not ... like sometimes a scout might be a good coach and is just wasted being a scout ... but how do i judge that by observing their stats? by the way, it would be great to know coach with higher point in which category should i choose to train my players (for example, one with high training goalkeepers point should train my goalkeepers) as well as who should take control of my reserve and U-19/U-21 ... thanks!

They need a coach with motivation and discipline as well.
Scouts that have pretty good coaching stats (like 10-15) will not become a really good coach, before they are signed on as coaches. As scouts these will improve most: judging ability; judging potential; working with youngster; motivation. When signed on as coaches, they'll change their heading and improve in coaching GK and coaching outfield in stead of the two scouting ones. Also they'll be able to improve tactical knowledge and man management (IF working with some really good others).

Scouts: Look for Judging player ability and Judging Player Potential however as well as these you should look for adaptability and motivation because they will have to go to different countries/regions to search for players for long stretches of time.

For Assitant Managers you're looking for similar traits to that of a coach (as thats where they will have started off anyway) but for this position, it is very important they have a great Tactical Knowledge, probably of 16+. Its also a good idea to have one with high Judging player ability/potential as they often voice their opinions on players training habits and players YOU want to buy.

Coaches:
- Good Man Management - Every coach needs to be able to communitcate to his players, having this should make the players get on better with him
- A sound Tactical Knowledge - Every coach needs to have this, it not only affects their ability to manage a team but also helps him decide what training will suit the current formation etc
- Good adaptibility IF they are foreign to that country, if not then it doesnt matter
- Good Determintation - Pretty simple really, the coach has to have the work rate to help your players 24/7, theres no point having a coach who doesnt at all care about his job as your players wont improve nearly as much
- Good Working With Youngsters - For the younger members (Under 24) this is crucial, however for over 24's this isnt as important
- A decent level of discipline - Especially at top/aspiring clubs this is very important, your players need to know whos boss, while this isnt as important as some other it is still useful to have +12 for all coaches in this area
- Good Motivation - VERY important, without this your players wont want to improve, your coach needs to inspire your players with tales of brilliance to make them want to improve, very important for all coaches
- Reputation - Not as important as Sports Interactive would have us believe

I like to get coaches with high adaptability and one that has a high stat for coaching outfield players, same for goalkeepers except high stat for coaching goalkeepers.
