Ok i found this on a site called Socceraccess.com i give them the credit but here it is the solution you've all been searching for :
Open the regedit (Start->run->"regedit+<return>")
Open HKEY_LOCAL_MACHINE
Open System
Open ControlSet001 (there could be more than one set of these... 002, 003)
Open Control
Open MediaProperties
Open PrivateProperties
Open Joystick
Open OEM
Now you find (at least one) possible a lot of entries like VID_0428&PID_4001 (and more)...
Open each one and look on the right side for a Keyname "OEMName"
One of the entries has the Name of YOUR gamepad!
when you find the entry for your pad modify the "OEMName" Key to read "Logitech DualAction USB" which is a pad supported by fifa2004 reboot and away you go.
nb I had entries in both ControlSet002 and ControlSet003 your setup maybe slightly different.
REMEMBER Editing the registry is a risky business don't come crying to me if you screw-up your windows remember to make backups if your unsure
Anyhow now my i can change the buttons on my pad to whatever i choose what a relief
