Formation/Sub Screen lags

When I go to change whos playing or to make a sub screen, the mouse doesnt really slow, laggy and heavy, and it takes ages to change players positions

Anyone have an idea how to fix this?

its the pc version and my pc spec is

Operating System: Microsoft Windows XP Home Edition Service Pack 2 (Build 2600)
System Memory 768mb
Processor Speed 1.7ghz
DirectX Version (Get Updates) 9.0c
Display Device (Get Drivers) NVIDIA GeForce4 Ti 4600
Display Memory 128.0
Display Driver 6.14.10.6177
Sound Device SB Audigy Audio

I would go to the control panel > display > advanced and check your settings for your graphics card, having Anti-Aliasing set at 2x or above can cause menu lag, I do not know a great deal about settings for GeForce 4's as I have a ATI Radeon myself but I'm pretty sure its because you have your Anti-Aliasing and Anisotropic Filtering too high.

I would suggest setting both to "Application Preference"

Anti-Aliasing and Anistropic Filtering is off, but no changes. Still laggy in sub screen.
