They were unranked at the start of qualifying having not played a game in four years, but were still always FIFA members. They are now ranked 194. They were in qualifying in real life, so they should be in this patch. Jschuck said every team that participated is in.

I also asked him a question about OFC qualification in this patch and used PNG as my example. Based on his reply, that also leads me to believe they are in.
