fifa manager 06 editor problem

i tried to create some new leagues in a country, but the editor refuses to let me set number of relegated teams.

I click on the league and I change number of relegeted teams, but then when I click on the league again it is back to default settings (2 relegated teams in the top level - which i didn't create - and no relegated team, on the second and third levels - the leagues i created).

Does anyone have a solution to this problem??

Yes, I saved, and I hit "write database".

Everything else is working. The leagues, the teams and the players I created are there, it is just that no teams are relegated/promoted...
