according to FIFA the national federations must be totally indepedent of the governamens. apparently this isn't happen in Greece. another stupidity of FIFA that thinks it's a different world over the countries own laws.

I think they may give a team like tottenham a place in the qualifying round, and make one of the better teams in the qualifying round (e.g. Liverpool) an automatic qualifier.

Nah, you guys shouldn't be jumping at conclusions too fast. This situation is funny, but i'll be really surprised if Greece doesn't sort it out in the next month.
