No, it was 13.5m, but City were holding out for 18m until Boateng forced his way out. Certainly not cheap for a player who had more experience as a fullback.

I don't agree that Gotze sets the standard because of his situation (limited amount of time to get the deal done, and had to entice him away from Dortmund), but 9 seems fair for Kroos looking at the wage structure.
