What if all of the European leagues were consolidated? The format would just be like football in a single country, with a premier league and then divisions below that with teams getting relegated and promoted. All of the teams in Europe could be ranked according to how good they are and placed in leagues. The European Premiership League would be the top 20 teams, the European Division One would be the teams ranked 21-40, ED2 would be 41-60, etc. And of course at the end of each year, 3 teams are relegated and promoted. At the very beginning, teams might grumble about what league they are placed in, but with the whole relegation and promotion system, teams that deserve to be in a higher league will go up, teams that should be in a lower league should go down. I think the top league would like something like this (the teams in no particular order except for what league they came from, I did this so it would be easier)

Roma
Juventus
Inter Milan
Arsenal
Chelsea
Machester United
Liverpool
Valencia
Barcelona
Real Madrid
Deportivo
Munchen (sorry my keyboard doesn't have an umlaut)
Bremen
Lyon
Monaco
Porto
Ajax
Celtic
Anderlecht
IMO those are the top twenty teams in Europe, not in order. There are a variety of leagues represented, I didn't do this just to please everyone, I do think those are the top 20 teams in Europe. Of course there are some that were left out that arguably should have been in there, some would argue that Parma, Stuttgart, PSG, Leverkusen, or Galatasaray are better than maybe Celtic or Anderlecht, but I think that Celtic and Anderlecht are just a little bit better than all of those teams.
The reason all the leagues should be together is it is silly to have all of these different leagues in Europe when there could be one system. It would be way more efficient. And most of all it would be the best way to determine the best team in Europe. IMO league play is a better indicator than Champions League, Champions League is a tournament and upsets do happen, but in league play the top team got there because they had the best performance over 38 games, not just a few rounds of a tournament. I mean Porto is a great club but they aren't the best in Europe. That is why the league play must be like this.
