bly-files are only used for the pause-menu and not for TV-PopUps, you can only edit them with an HexEditor and its really difficult.
To edit the PopUps you must extract the *.lay-files from popups.big. These files can be edited with any texteditor, but have to be compressed when you reimport them into popups.big.

yes I have plans for an italian TV-PopUp too (RAI sport)
the time display cant be modified, not even in bly-files, I guess the position, size and fontinformation is stored within the Fifa2003 source code

Hercules said that people can hex editors to make "global changes." (change multiple player's multiple attributes simultaneously)
Does anyone know WHAT hex editor to use and HOW to use that hex editor to make global changes?
