Hi guys, i have sometimes a problem with the competitions like world cup etc. , in some match i have empty stadium, with no public. Is there a way to solve thi sproblem?

i have done wc 1990 and the first match of the group was without any public in the stadium. the stadium is empty. Then on the second match there was the public. Next match there was the same problem, no public in the stadium.
