i think this is a problem with weights paint
you didnt transfer weights properly or didnt paint them properly

yes, but you have to rig it, to connect to the skeleton
you can import an original F20 head model and transfer weights to the pes model
this should solve it, and i say F20 because F21,22 and 23 have those stupid and useless lod1, lod2 etc
