You can.

Do a search on Google for "Rom Nation", look in the MAME ROM's section and you'll find the game in there somewhere. Though to play it I don't think the MAME emulator supports the game properly just yet (though there is work in progress), but you can play it with the Model 2 Emulator.

There was a PC version released many years ago but it was pretty rare and no doubt really hard to track down.

The coolest thing was to go to an arcade and play with other seven buddies in those linked cockpits. And if we all pressed start (or other button, don't remember), only our cars would be in the race, i.e. no computer-controlled ones.

We're always late for the (high school) classes after the lunch time, kinda miss that...
