Many people complain about the disparity between the easy difficulty settings and World Class, which is too difficult and unrealistic.
Well, I found an easy way to edit the gameplay difficulty of fifa. Anyone can do it with a simple notepad file. Anyone can personalize a sufficient amount of the gameplay difficulty. Unlike some patches, this is a SAFE way to change the game and make it fun to play--no crashing! I doubt I'm the first person to discover this, but I think this is the first time it's being explained here.

So here is how you do it:
1-Open EA SPORTS\FIFA 2005\data\cmn\ini.big
2-Open Notepad (create a new file--or if you know what you're doing, use your already created locale.ini file).
3-Cut and paste the following codes to from ini.big to the new notepad file:

CPU_BAD_DRIBBLE_PERCENT = 3
CPU_BAD_PASS_PERCENT = 3
CPU_BAD_SHOT_PERCENT = 10
CPU_AVOID_TACKLE_PERCENT = 100
CPU_SETPLAY_AGGRESSION = 75
CPU_SETPLAY_ACCURACY = 75
CPU_GOALIE_SKILL = 60
CPU_BAD_TACKLE_PERCENT = 5
CPU_BAD_MARKBALL_PERCENT = 5
CPU_TACKLE_DIST = 300
CPU_INTERCEPT_SKILL = 2
CPU_CLOSEDOWN_SPEED_SCALE = 125
CPU_CLOSEDOWN_TIME_SCALE = 50
CPU_GOOD_CLOSEDOWN_PERCENT = 90
CPU_NORMAL_SPRINT_PERCENT = 30
HUMAN_GOALIE_SKILL = 50
HUMAN_TACKLE_DIST = 64
HUMAN_INTERCEPT_SKILL = 1
4. Save the new notepad file as locale.ini and put it in your MAIN Fifa 2005 folder.
Ok, now keep in mind that the codes I just posted are the DEFAULT settings for World Class difficulty. So... if you have followed along with my steps so far, you have NOT really CHANGED ANYTHING yet.
But... if you think world class is too hard, and unrealistic, you can, and will adjust the settings. Change any of the number values. Make sure the ones that end in percent do not exceed 100. Look in the ini.big file at the different difficulties and get an idea of the different ranges of difficulty that are possible.
Once you have changed whatever values you want, save the locale.ini file again and now you HAVE adjusted the gameplay. You can try them out and then readjust them. Remember, when you try it out, make sure you're playing WC difficulty, because that's what you've changed.
One thing you will notice is that in this default WC setting, the CPU goalie skill is higher than the HUMAN goalie skill. This is one thing that I would definitely change. I would also change the CPU avoid tackle percent, which is unfairly set at 100%, and the human intercept skill, which is set at 1, compared to the computer's which is 2.
The items in the list are fairly self explanatory.

In fact, I would make a backup copy of it.* The codes look like they would mean Beginner, Amateur, Professional, World Class and Perfect, but that doesn't match the actual names of the difficulty settings within the game. [CPUPR] (Professional)
[CPUWC] (World-Class)
