I'd say that from countries other than USA and Mexico, only Radzinski, Stalteri and Gardner belong on the top 10 of CONCACAF. But that's looking more at their club performances as opposed to how they play for their national team.

Gilberto Martinez (Costa Rica, Brescia) is getting there as well.

Wanchope is good but has been troubled by injuries.
