Creation master 14 does not open, tried everything

I have win 10 pro, 64 bit, net framework 4.8, dx 9 - 12.
(can't install net framework 4.5 again as I have 4.8 installed)

Also tried cm15 but while choosing the language.db I get the error 10000.

And btw I saw many fut 14 related mods recently, but how do I access fut? , the servers no longer work.

Someone please help, thanks.
