ive looked all over the manual for the meaning of those damn colored arrows next to the players..... can some one please tell me what they mean or what page on the manual they are????

They are like mental states of your players:

Red - play him, he want's to play
Orange - He will be above average in his play
Green - He will be himself when he plays
Blue - he will be below par when he plays
Purple/grey - don't bother playing him, he will suck

Very simple..

Well, almost all the previous versions of ISS and PES had the same arrows!
What they mean is simple, let's start from the beggining.
When the arrow is grey, some point attributes of the player (such as speed, pass acc, shot acc and some other) are decreased 7-10 points.
When the arrow is blue the point attributes are decreased 5-7 points.
When the arrow is green the point attributes stay the same.
When the arrow is orange the point attributes are increased 5-7 points.
Final, when the arrow is red the point attributes are increased 7-10 points.
That's all!

Ok then, what does the direction the arrow is pointing indicate? Up, to the side, up and to the side etc.

how do you know when a player is tired? is there such a thing?

The arrows relate to player morale... the green bars that you see next to every player is there fatigue. Notice at the start of a match the green bar is full, during the and towards the end, the bar will have decreased. Obviously the stamina stat on each player will determine the rate of decrease on the stamina bar.

Well, you have to consider the weighting for each point that is taken off/added on.
