You can try using the ID of another league. I removed Serie B and included the Pervaya Liga from Russia. What exactly do you need?
Then I sorted everything out within the DLC files because nothing was working at first... Mainly because Russia wasn't playing European competitions

in truth I'm fiddling around a bit to try to create a group championship all in the same championship so that the groups can interact with the league above

Could you use the same format as the MLS as a model and try it out? What I would do is first swap the nationality of the countries Germany and Italy (not in Nations, in Tournament), then transfer the clubs and fix all the DLC so that Germany works with 2 divisions and Italy with 3 (leaving the 3.Liga clubs there). After all that, yes, create more clubs or whatever, and try to copy the MLS format from scratch. Only for relegation, you should make it direct, 18 to the North, 19 to the Center, and 20 to the South.
But I think that's not possible because in FIP, they have made separate leagues. What you might be able to make work is a championship round instance with the top 2 clubs from each zone and have the top 3 ascend to Serie B, and for the relegations, well, in the Setup Stages, you'll have to structure it so that one team goes to each zone. It will look very good.
