Change 3.Bundesliga as 2nd romanian league

Hi, so I wasa trying to make 3.Bundesliga to be the 2nd romanian league, everything is ok but i need help with the relegation/promotion playoff, which i can get it to work properly, still playing against a team from 2. bundesliga.
