Career Mode Question: Player Development

After you play a game in career mode, you are directed to the stats page, where you see a whole bunch of numbers of all your players. You can also press R1 or L1 to see the summary of the match. Well in the page with the players numbers, there are 3 numbers assigned to each player. One is the OVR (Overall), FRM (Form), and AVG (Average). I want to know what the form of the player must be in order for him to go up 1 point in his skill level. Because I've scored like 2 goals with one player and both the FRM and AVG are at 100 but his overall doesn't change. Any help with this or if someone can re-direct me to a thread that already talks about this.
