Are you using the negotiation history to identify what the sticking point is?? If you get messages from the team then you need to increase the transfer fee but if it is the player (or their agent) that is complaining then you need to adjust some combination of the wages, bonus, or contract years (and the comments will give you an idea of which). The gauge shows you how close you are to signing that player.
