Everyone's posting their fixes for the slowdown/speedup in PES3 so i didn't think it would hurt to post mine..
In version 1.0, the game runs at 60Hz by default, so as long as you don't use a Refresh Rate forcer, like the one in the Nvidia control panel, or a utility like Reforce, the game should run fine, but you can make doubly sure by locking the refresh rate of the resolution you are using to 60Hz (fig 1). You will need to turn V-Sync on too (fig 2), or you will get tearing all over the screen.
In version 1.1 the game runs at whatever the best refresh rate your monitor can handle, but it needs to be forced to run at 60Hz using the Nvidia control panel (fig 1), or a Refresh rate forcing utility, as mentioned above. Again make sure V-Sync is turned on (fig 2) or you will encounter tearing.
The V-Sync option is hidden on recent Nvidia drivers, but you can enable this option, and a couple of others by entering the following into your system registry:
REGEDIT 4
[HKEY_LOCAL_MACHINE\SOFTWARE\NVIDIA Corporation\Global\NVTweak]
"Coolbits"=dword:ffffffff
"NvCplEnableHardwarePage"=dword:00000001
"NvCplEnableAGPSettingsPage"=dword:00000001
The best way to use those entries is to copy them and paste them into a Notepad document, which you then save with a .reg file extension instead of .txt
Then you just double click on the .reg file and it will ask if you want to enter the information into the registry, which you do.
