AMD GPU Crowd Bug

I'm seeing my in-match crowds flicker in and out during gameplay, cut-scenes, and in replays. It happens whenever the camera moves, especially in the left to right direction. I labeled the title of this thread as AMD GPU specific because I recently upgraded my GPU from a Nvidia 1660 Super to a new AMD RX6800. I never had this issue with my old Nvidia GPU. I also say this issue briefly mentioned by other AMD users in this thread.

Here's my setup:
Windows 10 Pro 64-bit, OS Build 19045.3693
AMD Ryzen 5 3600 6-Core Processor
Corsair Vengeance RGB Pro 16 GB (2 x 8 G DDR4-3200 CL16 Memory
Graphics
AMD Radeon RX 6800 (Andrenaline Edition Version 23.12.1 (11/28/2023)

FIFA Mods Installed:
FIFA 14 MODDINGWAY MOD V 22.0.1 - UPDATE
FIFA 14 ADVANCED GAMEPLAY EVOLUTION 3.1 by DOCTOR+ PRODUCTIONS
But these all worked without crowd issues using my old Nvidia GPU.

The current workarounds that I have found for this problem is to lower the FIFA 14 Rendering Quality to Very Low in the Game Setting menu. Which eliminates the entire crowd and makes the game everywhere else look really bad too. Rendering Quality Low, Medium, and High all have this crowd bug. As does every MSAAOptions setting and Frame Rate limiting setting when running with Rendering Quality above Very Low. My in-game benchmarks also show no bottlenecking of either my GPU or CPU during matches.

I'm using the AMD Adrenaline default settings with default tuning control applied. Every setting in the AMD software side I keep off except AMD FreeSync but I've tried turning that off too and I still have the bug. Has anyone else and seen this bug and figured out how to fix it?

My next step is to try mod the crowd texture files, the camera settings, or the stadium files. I know someone posted a mod to remove crowds completely via the crowd.lua file but I really want to keep them. I just don't want the aweful crowd flickering.

Here are some things I've tried the last few days:
1) I tried unistalling and reinstalling the game. When I launch the stock version of FIFA 14, the crowd bug was still there.

2) I tried uninstalling my AMD gpu drivers and AMD Adrenaline software. Then I just reinstalled the latest drivers with no Adrenaline software. I started a match and the bug was still there.

3) I tried rolling back my drivers to version 22.2.22, which is over a year old. I started a match and the bug was still there. I don't think it's worth trying older drivers than this because I want my others PC games to run stable as well.

4) I tried running another mod version of the game that I installed, FIFA INFINITY PATCH 14 v4.04 (year 2021-2022 I think). I was hoping the new stadium files and crowd.lua files in this mod would provide different results BUT no. The bug was still occuring in this mod too.

I still have my old 1660 Super gpu but I don't want to reinstall just to fix this. I think I'll try just adjusting the game files next to see if I can at least workaround this problem untill I think of a more permanent solution.

Does anyone know where the Rendering Quality settings are adjusted in the game files when you select between Very low to High? I'm hoping there's a preset file somewhere in this game like modern games have now.
