I'm not sure if everyone PES fan in this forum has already read about this news. I thought I wanna share it with anyone who haven't read it before.

If you've read this before, I feel sorry about posting this thread.

The very first details of Winning Eleven 7, which will become Pro Evolution Soccer 3, have been revealed. An IGN representive met with Seabass and the rest of the Konami team over the weekend. All in all, the info obtain by him was very enlightening, and there are lots of great new features coming our way when the game comes out next year (April for Japan, November for Europe). Here is a summary of what he discovered:

- Brand new Master League, completely redone, no more divisions (?)
- Scoring in cups etc in ML will also be stat-tracked Your goals/passes tally will also include Cup matches
- Brand new graphics engine (still Renderware) and motion capture.
- Probably 64 club teams
- More individual animations for several players
- 50/60Hz option for the eventual PAL conversion
and tons of other stuff that I cannot remember, i'll have to go through my interview tapes.
- The team are also looking at the licences issue but they are hugely expensive

The IGN representitive also revealed the following in an article which was written for the Evo-Web forums.

"I asked about the Status arrows, just how bad is it playing with a Blue arrow. Acccording to the team, some stats like shooting, accuracy and stamina drop a few percent, so some key stats are lower when the players are on "ice". Also, playing players out of position isnt that drastic. If you play a CF in the MF area, he's stats wont drop, but he'll tend to drift out of position more often than players who should play in that position.

I also asked why Winger players could only be in the CF position and not on the midfield (like Giggs, Sergio Conceicao, Zenden etc), this will apparently be changed for WE7. However according to Seabass, playing Wingers on the side of midfield, these players will play far better in these places than regular midfielders.

Now I didnt raise the issue on the player license etc much since the team really has nothing to do with such stuff, thats up to the marketing people. Konami does know that they need to get the full license to be able to get the massmarket to dig PES, so hopefully this will happen. However the license is just insanely expensive."

what exactly are they asking for to get the names? :confused:

Konami is not a 5 person software developement company and have many games that have made some cash,so unless they are asking for billions of dollars i know they can afford it.

that's definitly true man.
the problem is Konami doesnt have the same priorities like Seabass and the rest of the kcet team. i'm sure Seabass wants all the leagues and stuff that EA Sports offers but in the end Konami gives him and the team a certain amount of money to develop the winning eleven series and at the moment it just isnt enough to pay for the whole license pack.

i'm sure that Konami will buy the licenses in the near future though as they have enough money to buy it at least ten times and soon they cant stand the pressure of us, the consumers...
but right now they just dont think it's worth it you know and that's why i m sayin:

I'd rather they kept the divisions, it's fun trying to make your way to the top with the joy of promotion and threat of relegation.

The only thing that I'd really want introduced is a calendar system in the game, as well as localised weather conditions. What I'm thinking is that the fixtures of the season are put on a game calendar mirroring the domestic seasons of Europe's main competitions and leagues (for the European release). Having the playing conditions simulating the conditions that would be most likely at that time of year and also in the place you're playing. ie. playing in January against Kyiv, you're a lot more likely to be playing in snowy conditions (with an orange ball :) ), than playing in Madrid in May.

The licensing issue isn't important to me. I like the way they get around it, but wouldn't mind if it was a group of unknown names.

Speaking of license, how many of you all think that Seabass and co has a copy of Winning Eleven 6 FE with all the teams and proper kits including correct call names for clubs and players? I do. In all seriousness, licensing does cost a lot. Konami cannot get a full league license because I believe that EA pretty much locked up all the big leagues with exception of the Dutch League. All Konami can do is to get individual club license and kit makers and sponsors.

I keep hearing about how expensive it is but i never see any numbers getting tossed around.

So, that meant Konami will not ever get full licensing for the next development in WE series. R.I.P. Konami's License

If that case still happens, I still don't mind at all because Konami always improve everytime in the sector of gameplay. :)

Konami can get individual club license and kitmakers and sponsors but not full league like the EPL, La Liga, Budesliga, etc... because EA has those league locked for the next few years. I really don't care about the proper license as long as Konami does what SONY did with TIF, add leagues w/out the proper names along with lower divisions so you can be promoted or relegated. But somehow, I feel that with so many leagues and players added to the database, there will be less stress on individualities of the players and teams. Reports indicated that WE7 will have something like 60 club teams, now Konami better expand the cup format so we can have 32 clubs tournament ala the CL. That is properly what most WE/PES fans want.

I personally would rather have the individual team licenses. I also feel that that's all they should stick with! Too many teams out there that I just don't even want to waste my time with even considering to play with! Sorry to sound biased or whatever the word is! Like you mentioned, with less teams to work with, players can become more personalized to their life-like counter-parts! Something that the WE games have done an excellent job of! Also, if they keep their excellent edit capabilities, if someone wants one of their specific teams in there, there will be no problem to just edit it!

I also have to definitely agree with the tournament format! Every WE fan is looking for an authentic CL tournament format! What tournament is greater in the world for club teams than the Champions League!?

I do have a question though, someone on mirc told me that there will be changes in the graphics engine to make it look more realistic, I don't really think that will happen by then, do any of you guys know about this, or have even heard/read about it?

EA has the licenses locked up? I can't believe that FIFPro or the leagues would want to do anything like that. The more licenses they sell, the more money for them - why would they want to do exclusive deals? Does anyone know that that's the way it works for sure?

Obviously none of the U.S. leagues work that way: You have multiple NFL games, multiple NBA, NHL, MLS, NASCAR, etc. games. If the developer pays the cash (and agrees to whatever the terms are), they get the license.

The soccer leagues are just shortchanging themselves if they are doing exclusive deals or making the licensing costs too high. If the league licenses aren't exclusive, then I suspect Konami is just trying to get by on the cheap - they have no excuse with the sales they generate with WE/PES.
