what are these files

cfg_def.ini

.
and the rest .ini files in the C:\Program Files\EA SPORTS\FIFA 2003\data\cmn??

Can i change the values there in order to :

have the players in high detail and the pictch and the crowds i nlow detail?
please help!!

No, it has nothing to do with it. If you player have no names and numbers on kits, that's because your graphics card diesn't support hardware TnL (transform and lighting) function. This cannot be fixed by any patch, you need to buy a new card that supports TnL.
