but is it there just for decoration or does the computer actually recognize it and keeps the distance

Both!!!

Since you can't move players around BEFORE the taking of a corner kick, which i hope they change for 2004, computer or human players can't move closer to the distance.

So it is there for decoration and to show where the defending team can stand.
