Youth Camps in All Countries

Is it possible to build youth camps in all countries fifa manager13/14?

One of the later youth department upgrades i think makes it so you can buld up to like 200-300 youth camps, which in practice is more than the number of countries you can build in since it's a one per-country thing, so yeah you can build all the youth camps
