I know that the file that can interest you is "tasks". This file explains how many teams and which leagues are affected to competitions. For example you'll see that UCL is filled with four teams in Prem League etc...
How to don't select randomly i can't help you i'm really bad in compdata.

If you prefer just trying to make a lot of non-real players, you need excel, copy and paste the players of a team (like wrexham because there's no big player inside) and replace the ID of the players with new ones. Search "Soccermod" on Youtube, he has done tutorials

Okk let's take an example, imagine you want to add two teams to the Premiere League. Premiere League's ID is 13.
First of all, let's select a team in the database you'll add to the PL. Let's take for the example Orlando Pirates (a rest of the world team) (ID : 110930).
Open RDBM and launch your table. In the leagueteamlinks find 110930 and in the column previousleagueid you can put 13 and in leagueid put 13 instead of 76 for both.

Do this for another team of rest of the world.

Now you added 2 new teams to the PL BUT it's not effective for the mod.

So now let's go through Fifa Editor Tool and go to Legacy Explorer>dlc>dlc_FootballCompEng>dlc>FootballCompEng>data>compdata just click on the folder compdata.

You'll have many files in there.

The compobj lines for the PL is 804 to 806.

Now check in standings.txt the line with 804-806 and you'll find :

This is a little bit hard because the schedule isn't a match for every team every 7 days.
If you're not affraid of removing the real calendar you can make your own. For example just write a line per week.
For example :

Let's explain the line :
- 805 is the comp definition : PL
- 230 is 230 days after the 1st January i guess but start on this day
- 1 is the first round (on 42 rounds with 22 teams)
- 11 is the number minimum of games
- 11 is the number maximum of games
- 1730 is the hour (17h30)

Add lines and just change 2 things :
- 1 become 2 and then 3 ... 42 (so 42 lines)
- add 7 to 230 (7 days) so 237 then 244 then ...... and try to end at 511 (so sometimes make pauses like 14 days or more.)

When it's done open settings.txt and find the lines 804-806 and look at this :

Hi bro ! I'm happy to know that it worked. So you can create your players with the Fifa creation tab (in game) or with RDBM (by exporting the players file and opening it on excel for example).

If i can give you advices : creating players with in game is longer but better for RP (you can edit faces etc...) and make it on excel is really faster.
If you wanna create in game, you can for example go on the website https://fminside.net/ and search the club you wanna create the players. Then you'll have the list of players and their attributes (in Football Manager). Just convert their attributes (cause in football manager players attributes are on 20 and on fifa on 100). Just try to convert like this : 10/20 = ~60 // 12/20 = ~65-69 // 13/20 = ~70-74 // 7/20 = ~42-46 ect...

Hello bro. Unfortunately, until now I only created a small league in my hometown in China(and haven't finished yet), and almost all players' ratings in this league are under 50(it's better to reflect the real capacity). But I also plan to create real leagues such as 2nd League in Portugal, League of Croatia, and maybe League of Brazil and Mexico league and so on in the future.

In FIFA23, many leagues and national teams have already disappeared, and as I can see the situation is not getting better in FC24, and I think it also will not get better in the future, the team and league in the game will keep getting less and less. So in this case, maybe I will keep on going at the base of FIFA23 and create some more leagues (may be I will focus on some low-level leagues) and national teams, I think now I already know how to change the start year in career mod, so it can be flexible with time passing in real world.
