To access the content of a fifamod you need the Project File. So why do think there is a system made previously by Galaxyman himself for the Frosty Tools??
It´s to protect the Modders work, time and effort they put in a mod. Convert for old FIFA´s?! He could do a mod by his own instead asking how to extract another Modders work.

Maybe you should think about the way you ask a question, man. Which Mod around the internet is not in .fifamod Format?? I see we speaking complete in different directions. But even you think my brain is petty, I will again try to understand your question and offer also an explanation:
Well, the recommend mod above which you marked oversize is in .fifamod Format, yes.
So if you ask in your case how to extract a .fifamod to get access to the files inside, the minifaces in game generated, I didn´t tell you now anything other as in my above Post. You can´t access/extract files from a .fifamod. Not in a legit way. The content owns to the modder and he don´t want to share in most cases his content. So you would need the Project file of the created .fifamod.
Ask directly @Marconis who creates the mod if he is willing to give you his Project file.
He is active on Discord and also he is around at EvoWeb Forum.

Anyway, here is my peace offer for you if I understand your request wrong. It´s most likely that Marconis didn´t share with you his Project file, so you can generate minifaces by yourself. You would need Live Editor from Aranaktu. There is a script which must be executed inside a game where Live Editor is available for. Let´s say your "old FIFA Version" is FIFA 22 or 23. Than let´s say you have Fifer´s realism mod for that FIFA Version or any other face mod/Pack you can now use Live Editors build-in function to generate the minifaces. After that when the minifaces are in PNG Format, you must convert them to DDS and than you should be able to use it for your Game.
Which FIFA Game we speaking about, the one you wanna import the generated minifaces? This tools helps to convert a.e. PNG to DDS Fifa Format:

If you don´t have a FIFA Game where Live Editor is available because a.e. you want the Minifaces for FIFA 17 or 18 let me know, and I will see if I can extract them for you from FC 25.

Download here the latest FC 25 Title Update 14 Boots. EA added 4 new boots. I exported them by request of @FormotioN 94. He provided the ID´s and the name of the boots. So I can provide you the Names of the boots as well taken from his above Post. Screenshots of the exported boots are below and also a PNG Preview inside of every shoe Folder in the download Folder. Unfortunetly there wasn´t a single Miniboots to find in Frosty Editor (again). In the Miniboots section the shoe ID´s are not available, sorry. Downloadlink are also in First Post available.

In conversion things I am not your man, Mate. There are plenty of talented Guys here around in the Forum who could tell or teach you that.
what I wanna do in your case is checking tokkes Converter tool, which is an amazing converter for such things. Where do you wanna convert the kitnumbers into? Which is your preferd Game? From what I have read from tokkes tool it´s already possible to use the tool with FC 25 assets and textures and convert them into FIFA 16 a.e.
Idk how it is when you convert from 25 to 23 a.e.?! If you have photoshop skills it would help you.

My advice search for texture conversion from FC Games into another EA Game via Google. I guess you´ll find some useful You Tube Videos.

You can check this site for up to date Minikits. I am pretty sure the 4th minikits aren´t available after they was a new recent TU by EA. But if you can´t find the minikits on the website, let me know and I check it in Frosty Editor.
