Firstly, SIgames is extremely tough to download from now, so anyone else know where to download 3.9.68 update? Can i update my game from 3.9.60 to 3.9.68 straight away?

Secondly, anyone know a file with the latest transfers, and updated player ratings?

Yes you can upgrade from .60 to .68 straight away.

Could you please post in the correct forum next time mate? As you can see, this is a CM4 forum, and I trust Kader, Liam or Sir_Didier_Drogba will move this to the older CM games forum.
